Infiltration of rainfall is known as a main factor

for failure of unsaturated soil in tropical region.

Most of the previous researches were using

soil column system and numerical modeling to

study and predicting volumetric water content

which is the main parameter in analyzing

soil failure. In this research, an innovative

method called Electrical Capacitance Volume

Tomography (ECVT) was used in geotechnical

engineering application in determining the

real time imaging of rainfall infiltration into

unsaturated soil. This method also attains

permittivity value through the experiment and

converted to volumetric water content using

equation. Four types of soils were used in

the research; soil from Universiti Kebangsaan

Malaysia (UKM), gravelly sand, silty sand, and

kaolin. The results show that real time images

were produced through image reconstruction

method. Images which permittivity indicated

the rainfall infiltration were clearly shown in the

results. This new technology is expected to

enhance the understanding of soil behavior

especially for rainfall infiltration that relates to

soil failure.

Blast resistance glass panel is developed using

lamination technology comprises of several

layers of annealed glass panel permanently

bonded together with Polyurethane interlayers.

Through the field blast test conducted , the

laminated glass have shown a significant

resistance to blast loading. This results show

that this glass panel is potential to be used in

high risk terrorist threat environment such as

hotels, government building and also airports.

Chemring Technology Solutions has

successfully integrated SmartLink™, a

portable network-in-a-box, with TACCOMS,

a unique software application developed by

the National Defence University of Malaysia,

to deliver a complete C4 (command, control,

communication and coordination) capability for

tactical operations. TACCOMS + SMARTLINK

integrated solution’s C4 capability improves

tactical team collaboration and situational

awareness.

This research endeavoured to analyse the

issues and challenges faced by the Malaysian

Armed Forces (MAF) in force modernization.

MAF’s existing strategic plan and capability

planning approaches was assessed initially.

This was followed by validating capabilities-

based approaches employed by other modern

defence forces. Challenges and issues for MAF

in adopting a similar approach are discussed.

It was concluded that chief among these

challenges was invigorating greater leadership

in defence planning. Subsequently, the national

security and defence policies must be aligned

to provide clearer direction for the military

strategy. Other challenges include the need to

break old mind-sets vis-à-vis service rivalry. In a

resource constrained environment, MAF’s force

development has to be addressed through a

more methodological approach in the form of

CBP. Insights and best practices from around

the world have to be adopted to avoid the

debilitating pitfalls and obstacles.
