The objective of this study is to examine

the issue of leadership in flood disaster

management in Kuantan, Pahang. Data were

collected through interviews with 25 community

heads, 23 village community and 5 military

personnel. The interview data were analysed

and categorized into categories and themes.

The study found that the community do have

major issues with leadership and this lead to

ineffective disaster response and coordination.

One critical factor is the community leaders do

not have the cooperation from the community.

The community reported that the community

heads showed favouritism and cronism

during disaster response. Nevertheless,

the military personnel involved in disaster

response and recovery received some support

and cooperation from the community. The

community would rather prefer the military

personnel to lead the disaster response. This

indicated the community in Kuantan, have

the trust on military leadership and suggested

that during disaster, military should be leading

disaster response and management.

The objective of this study is to examine

disaster response and recovery management by

the Malaysian Armed Forces in Kelantan. Critical

factors affecting response and recovery by

the Malaysian Armed Forces in Kelantan were:

political, command and control, coordination,

logistics, community support, communication

and media, NGOs and Inter-agency cooperation

and collaboration. Data for this study were

collected through interviews and focus group

discussions with 26 infantry personnel from

the strategic to tactical level. Data collected

were transcribed, categorized and grouped into

themes. This study found that during the recent

flood disaster in Kelantan, the Malaysian Armed

Forces were challenged by political divide and

influence in managing disaster response and

recovery. Command, control and coordination

were chaotic; logistics and equipment

were insufficient. Due to political divide,

the community were not cooperating and

providing support to the response personnel.

Other problems include communication and

media, NGOs lack of cooperation and inter-

agency lack of cooperation and collaboration.

Despite, the challenges faced by the Malaysian

Armed Forces and non-recognition as well

as cooperation by the community in disaster

response and recovery in Kelantan, the

personnel were motivated and have high

empathy in providing assistance to disaster

victims and performing their duties.
